Preheat oven to 350 and line a 12 count muffin tin with paper liners, set aside.
In a medium bowl add the flour, sugar, baking powder, and salt.
Whisk until everything is combined and set aside.
In another bowl, add the milk, butter, eggs and vanilla.
Whisk this mixture until combined and smooth.
Pour into your flour mixture.
Using a rubber spatula mix together until no flour streaks remain.
Add in your mini chocolate chips and fold into batter until distributed evenly.
Distribute batter evenly among your muffin liners.
Place some extra chocolate chips on to of muffins if desired and bake for 22-25 minutes.
Remove from oven and place on wire rack to cool.
